Switching from 4GHz to 4.1GHz should improve performance, especially in games. You've already tried 4.2 and 4.3, and your B450 Tomahawk won't start unless you raise the Vcore to 1.45V—something you don’t want to do. With your Sapphire Pulse 5700 GPU and the RAM listed below, this change could make a difference.
Monitor VRM temperatures with Hwinfo64. It seems feasible to reach around 4.15 GHz with a 1.4V supply.
I see your results match closely with mine, but it seems the B450 might be limiting performance. I didn’t win the silicon lottery with this chip, though. I went back to stock after being uneasy about 1.45v continuous operation. Now I just keep XMP active. You probably won’t notice much difference between the two speeds.
