Well without hitting the budget too hard a gtx1660 would drop right in without needing to upgrade the PSU. I would splurge to upgrade to 16GB ram as well for that game.
The GT640 you have, isn't really a gaming card, it was more for a home theater pc, so you will see a very nice improvement. Notice on the chart that the Gt750Ti, which is much better, only scores 18 fps; your 640 would make me cringe. LoL

I am using the corsair CX 430
Total power = 430 W
My budget is around €300, that's around $330, I don't really know if this is enough for a good inprovement but I hope it is.
