In the second PCI-E slot, use a converter with Nvne Gen 3 and set up the Windows installation there.
To be truthful, unless you're accustomed to purchasing components at very low prices, I wouldn't recommend anything for that setup. Still, it's important to have the precise motherboard model and RAM setup in mind, since 24gb isn't feasible with just two RAM sticks. If your motherboard includes an NVMe port, upgrading to an SK Hynix P31 1tb would be a good choice for storage. Otherwise, the Crucial MX500 is ideal for 2.5" SSDs unless you're close to a microcenter offering a discount on an Inland professional. If your power supply is solid, then moving on to a graphics card makes sense if your main focus is gaming performance. The right selection will rely on your budget and PSU.

I recently made a post in October and forgot about it, so I thought I’d restart. I also want to mention that I’m not entirely sure what I have on my PC, but here are the details – Intel core i7-4790, 24GB DDR3 RAM, MSI 97 Mobo, MSI GTX750 Ti GPU, 120 GB SSD, and a 2TB HDD.
I’m planning to upgrade this old machine into something suitable for streaming and gaming. I’m from Ontario, Canada, and I’m not after the top-tier gear but something that can handle streaming and games like ETS, ATS, GTA, WZ, Assetto, and Beam.
Budget: under $700 per component.

Your overall budget is around 700 dollars? Or should it be 700 dollars per part? It seems you’re planning to enjoy the new GTA once it releases, which might require a bit more spending on graphics cards now. Here’s my suggestion without knowing the exact final amount with a white and grey theme:
