That's a big jump. Do you need 32GB? The board can take up to 64GB, so you'll be fine. The board supports up to 3200MHz RAM. As the RAM you are going to get is 2666MHz, you should be fine there. Whether you can get to 3000MHz or not is impossible to say as you'd be overclocking the RAM past it's specification.

Depends how you do it and how well the CPU, motherboard and RAM play together. You'll often need to loosen the timings and/or increase voltage to get higher frequency, just depends how much. The move from 8GB to 32GB seems odd to me. There's no benefit in having a surplus of RAM unless you're actually going to be needing more than 16GB at some point. If you don't need more than 16GB, I'd suggest saving the money and going to 16GB of 3000MHz or 3200MHz. Go for 2x8 so that if you find you do need more than 16GB in the future, you can add more.
