I want to boost my processor a bit, as I've heard that Skylake CPUs have free speed. I was considering adjusting the multiplier to 42, but can I also set my RAM to the full 3000? Is this risky? Will it improve performance?

Unless you boost voltages, the danger remains minimal. Regarding performance, the improvement will be negligible in most games and programs, except when using apps that heavily rely on memory bandwidth.
