I just moved up from 9900k to 13900k and had a thought about upgrading my 2 fan radiator AIO to a 3 fan. I’m wondering if it’s a good idea or if it’s unnecessary. I don’t want to spend money if it won’t be needed.

The 13900k operates on a 240mm setup, but it’ll heat up significantly. A four-year-old AIO is likely nearing its end of life.

I think I need to spend the money and secure the 3 fan Rad.

Eventually, yes. If you prefer to wait, it will function properly on a 2.
