Here’s a rewritten version of the text, aiming for clarity and flow while retaining all original information:

“I recently upgraded my computer components with the goal of significantly increasing my frame rates in Counter-Strike Global Offensive (CS:GO). Specifically, I replaced an old AMD Radeon R7 240D 2GB graphics card with a Sapphire Pulse AMD Radeon RX570 ITX 4GB card. My system specs are as follows: an Intel Core i3 4170 processor, 2x4Gb DDR3 RAM @ 1600 MHz, and an ASUS B85M-G motherboard. I’ve taken the following steps to ensure optimal performance: a complete driver reinstall and updating my motherboard's BIOS. Despite these efforts, my average FPS in CS:GO only increased by approximately 40 to 120 frames per second – from around 80 to 120. This is considerably less than I anticipated given the upgrade. I’m concerned that either there’s a hardware issue with the RX570 or that my CPU, an Intel Core i3 4170, is acting as a major bottleneck in this setup. Could you advise me on whether to investigate potential hardware problems with the graphics card, or if focusing on optimizing the CPU might yield better results?”

That's right, it's a bit difficult to understand when people say things like that. It's good to be aware of this and to be patient with others.

Lots of things are holding you back now, CPU, RAM, game settings.
Unless you have a 120+hz monitor it doesn't matter though.
