If you own a retail edition of Windows 10, you can move your license to a new device. A phone activation will be needed, and the process should go without delay. (Phone activation involves speaking with an automated system—no waiting, and it’s free for most areas globally). For OEM licenses or System Builder licenses, transferring isn’t possible. This is due to licensing rules, though you’ll save money. In that scenario, you’d need to buy a new license for Windows.

I've used OEM Windows, checked the instructions on the Microsoft site, and my system is now active after the hardware update.
