If your CPU is running at high load, it's more about core count and threads than speed alone. Your i5 6500 has four cores without hyperthreading, which explains its higher usage. For better performance during gaming, consider a newer model with more cores and threads. Your current setup already exceeds the minimum requirements for Mafia 3 and performs well with your GTX 1070 and i5 6500.
