You may see better performance with more cores and threads in some games, but a Ryzen 7 CPU might be too much for an RX 570 unless you intend to upgrade it later. Additionally, 2400 MHz RAM seems to be the main constraint in this situation.

2700 seems reasonable, though the GPU won't consistently boost FPS much. You might also need to upgrade your RAM—look up a Ryzen DRAM calculator for details.

In my view, GPUs consistently act as the primary bottleneck in gaming if you consider them. Regarding RAM, it could definitely be upgraded—either by switching to faster types or attempting overclocking if supported—but I’d rank that lower than other upgrades when budget matters. A 2400 MHz RAM should perform adequately with a 2700, and swapping it for something faster would likely only boost performance by a few percent, maybe around 5-8%. He’d see much better gains by investing in the processor and GPU instead.
