PC OC and BIOS OC downgrade refer to reducing the system's processor or firmware version, often for compatibility reasons or performance adjustments.

Proper downgrade isn't available unless you possess particular OEM downgrade permissions in Windows 10 Pro for Windows 7 Pro. When restoring Windows 7, when did you set it up? And what prompted your decision to revert to Windows 7?

I started with Windows 10 and my BIOS is also Windows 10. I’m wondering if I should downgrade Windows 10 to Windows 7, and did I need to also downgrade the BIOS? In the recovery options, I tried Advanced Startup and reset this PC but didn’t get back to Windows 7 exactly. I think my device is OEM and I’m unsure how to proceed.

I was harsh when I switched to Windows 7. My BIOS now supports Windows 10 64-bit, so no need to downgrade it again.

I use a Windows 10 64-bit BIOS and I’m also downgrading to Windows 7, do you need the BIOS adjusted for that?

BIOS and operating systems are completely separate. You can't have a "Windows 10" BIOS. Avoid interacting with BIOS at all.
