Only getting win 10 for DX12 is frustrating, but many prefer their 8.1 setup. It depends on what matters most to you.

I’m unsure what you’d think of Windows 10, but I really prefer Windows 7. I’ve used Windows 10 briefly and then switched back to Windows 7, which I find much more enjoyable. I also noticed that using an operating system that aligns with my preferences greatly boosts my satisfaction and productivity. Windows 10 seems too formal and impersonal compared to the more intuitive feel of Windows 7. If you don’t experience the benefits yourself, it might be wise to stick with what you have and enjoy the results. Windows 10 mostly just updates Windows 7 and 8 with extra features for Microsoft, while Windows 7 and 8 will get Vulkan improvements for better performance. Ultimately, it’s up to you.

Vulkan isn't planned for Windows, regardless of developer choices. While some may opt for DX12 on Windows, its adoption remains limited to Linux. Even macOS seems unlikely to adopt Vulkan heavily, especially with Apple's Metal API already in place.
