I performed a hardware upgrade (new motherboard, CPU & GPU) and my Windows 10 shut down. I contacted Microsoft, who suggested two options: purchase a new activation key or revert to Windows 7/8 and upgrade again. I’m unable to downgrade since the deadline has passed, but I can download a Windows 7/8 ISO, though it won’t be activated. My concern is whether it’s possible to upgrade from an inactive Windows 7/8 to get an active Windows 10. Thanks for your assistance.

Microsoft aimed to guide you through installing Windows 7 or 8, activating it, setting up drivers, and completing the update. You’d then use the "Get Windows 10" app to upgrade to Windows 10, which would link your new hardware to the system. This process allows you to install Windows 10 fresh without issues. Be aware that if your Windows 7/8 is an OEM license or System Builder OEM, it can’t be transferred—it’s tied to your original hardware. Only Retail licenses can be moved, as per the agreement you accepted (which usually offers a lower price), either at first installation or when using an OEM license.

You might also choose to reset everything to its default state. If a recovery drive exists on the device, it can restore the original Windows version.
