It's constrained since it doesn't run quickly. Understand, the RX6600 is a solid GPU, but switching from the R5 1600x to the R5 3600 won't significantly boost your gaming experience because the chip was already operating at its peak.

It's true the GPU sets the maximum performance. Your system struggles to run games at high settings because of its GPU limitations. Together with your computer, this is what restricts how fast you can play. A modern RX 6600 won't overcome a Core i5+ or Ryzen 5+ CPU from 2018 or newer.

the chip has just 8GB of memory too, which works fine for many old titles but trying to run at 1440p won’t give you much more power from a CPU boost. This upgrade helps the whole system run better, not specifically your games.

Expect better performance at the 1% and 0.1% levels. The 1600 lags significantly, much slower than Haswell. The 6600 offers sufficient speed for new titles, and 8GB should handle 1440p well in most cases. I’d support choosing a 5600/5800X3D instead.
