It's true the GPU sets the maximum performance. Your system struggles to run games at high settings because of its GPU limitations. Together with your computer, this is what restricts how fast you can play. A modern RX 6600 won't overcome a Core i5+ or Ryzen 5+ CPU from 2018 or newer.
