Can I increase the clock speed of the Intel Core i5 4690K on an Asus B85M-G motherboard? If not, recommend a similar motherboard at the same cost.

Usually not, and even if you could, you wouldn't want to attempt it since it lacks the power capacity needed for that overclocked CPU.
B85 motherboards are the most affordable options, but none are built specifically for overclocking at the same budget.
The most affordable one in the same form factor is available here: http://pcpartpicker.com/part/asrock-moth...nniversary

Usually not, and even if you could, it wouldn't be worth it because it lacks the power to handle that overclocked CPU.

Only Z77, Z87 and Z97 chipset motherboards support overclocking. Even if your CPU supports overclocking, attempting it on other boards can damage other parts of the motherboard. I recommend against overclocking this model.

You can consult this information:
http://www.asus.com/sg/News/0yYwfwL2ZA9CFAMK
ASUS clarifies:
-The 4th-generation Intel Core K Series (‘Haswell’ and ‘Haswell Refresh’) processors include models such as Core i7 4770K, Core i5 4670K, Core i7-4790Kandi5-4690K. ASUS does not ensure that later-announced Intel CPUs with overclocking capabilities (‘Haswell Refresh K’ Series) will work on ASUS H97, H87, B85 and H81 boards.
-ASUS also does not confirm that Intel new Pentium processors or Core K Series (‘Haswell’ and ‘Haswell Refresh’) will be overclockable on these boards if software updates change functionality.
-Excessive overclocking can impact system stability or even harm components. It is always the user’s responsibility, and ASUS disclaims liability for any damage resulting from such actions.

For safer options, consider using a Z87 or Z97 chipset. They are more costly but provide better protection for your board and components.

Consult ASRock prior to purchasing. Although it shouldn't cause issues, verify that the Z87 model includes the latest BIOS for Haswell Refresh CPUs.

I own an ASUS B85 gamer motherboard and have overclocked the CPU! I'm using an Intel i7 4790K with BIOS advanced settings that include a CPU overclock option—there are two choices, enable or disable. By default it's disabled. My CPU is running at 3.5 GHz, but when I turn it on, it jumps to 4 GHz exactly as Intel specifies for the turbo clock in this model.
