I have a Ryzen 9 3900x on a b450m motherboard with ML240L v2 cooling. When I run Cinebench, I often lower the clock to 0.5 GHz and the temps stay well below normal (around 75°C). With a Zotac 1080 and a 500W PSU, it’s possible the power consumption is higher than expected. You might want to check the PSU’s wattage rating or consider a more efficient cooler if needed!
Review VRM temperatures. With an AI O you won't achieve excellent cooling, B450 boards have modest VRMs, and excessive VRM heat can restrict power to the CPU, causing it to slow down. Also, what kind of 500W power supply do you own? Although a top-tier 500W unit should suffice for your parts, many budget PSUs only provide half their full output on the 12V line, and 12V is now the most critical rail.
In Hwinfo64 it indicates thermal throttling for HTC and ProchotEXT. Do you think anyone knows the meaning of those terms?
The initial search results suggested a possible mainboard issue. Later updates clarified that HTC's Hardware Thermal Control and PROCHOT EX is an external signal indicating the processor is overheating.
