I suggest 2x 16GB for general use unless you're extremely frugal. How fast you need it depends on personal preference, but I think speeds around 3200 are usually fine. Stability tends to be a bigger concern than raw speed, especially beyond that range. The exact choice between dual and single rank likely matters more than speed or CAS.
