According to the title, you're already in the Insider Program and have the "Windows 10 Insider Preview" installed. However, you're not seeing any updates in your Windows update section. Are you within the "Fast" section? On Windows Update, go to Advanced Options, then find it at the bottom. It may take a while for your changes to show up. 10166 was just launched.

You might want to set up an incomplete beta version of the operating system just in case the final release isn't ready yet. This way, you can test it before it's officially available. Use the provided ISO file for that purpose.

I think because it's not a complete operating system yet, you can't just upgrade it in another Windows version. You need a fresh installation.
