Hi, your Windows 8 laptop can run Windows 8.1 for free from the Windows Store. If you plan to build a PC in the future, you should be able to install the OS onto the new hardware without needing the laptop. You’ll likely prefer Windows 8.1 over Windows 7. Let me know if you need more details!

You're inquiring about transferring the operating system to a new PC. It depends on contacting Microsoft for assistance. If you proceed, your device will become OS-less. You can upgrade to version 8.1, though compatibility with multiple systems isn't guaranteed. Upgrading to 8.1 offers greater stability over 8.

The laptop doesn’t support upgrading to Windows 8.1 consistently. It seems like switching to a different operating system might be the best option.
