Yes, I'm using an OEM version of Windows 7 Ultimate and receiving a free upgrade to Windows 10. This is only available if your Windows version is current with the latest service packs. Not accurate.

Not all users will receive Windows 10 at no cost. I’ve encountered some systems running pirated copies of Windows 7 and 8, but they didn’t qualify for the free upgrade. Worse, their versions aren’t legitimate updates, which triggers a warning stating “Windows is not genuine and you need to buy the Key.”

Enterprise clients aren't eligible for the complimentary upgrade; they need to purchase a standard volume license or similar.
