Sometimes when they release they offer at a lower price to entice people to take it up, I have never seent hem have a sale or special on OS's so consequently the price only ever goes up from release. As for free, MS can't afford to give it away because they can't build the cost into hardware like apple do. HP, dell, acer, etc make the money from hardware they only make cash out of the software.
It appears the system is being forced to switch from Windows 7 to Windows 9.

If it had been named Windows 8.2, it might be available for free. However, because it's called Windows 9 and is considered a new operating system, we'll need to purchase it. (At least you'd have to pay for it. I'm a student and I'll get it for free

They likely provided the reduced cost with Windows 8 since there was no demand for it.
The announcement came out before Windows 8 launched. The same applies to the Windows 7 promotion.
