Current setup is a 6700K Z170 with 16G DDR4 and a custom 1080TI liquid cooler. I’m considering upgrading to an i9 13900K or 14900K. Need advice on which is better for work and games, especially since my main use is Citrix. Looking for any thoughts on a $50 price gap.

They’re almost identical differences. The cost breakdown shows a similar split, with $50 needed for the cooler unless you’re replacing the whole CPU and using your own liquid cooling.

That's what I was considering, and I'm sure I'll end up with a block or monoblock based on the board.

Monoblocks offer inferior cooling for the price. Avoid them unless you prioritize appearance over performance. A motherboard intended for 13900K/14900K should already have a VRM that works without a heatsink, let alone water cooling. The additional heat from a monoblock leads to higher temperatures.
