The GTX 750 Ti is the better choice. Here’s why:

* **CS:GO is heavily CPU-bound:** CS:GO relies significantly on your processor, especially for tasks like calculating projectile trajectories and managing player movement. The i5-2400 would provide a marginal improvement, but it's an older generation CPU that won’t dramatically boost FPS compared to the GPU upgrade.
* **GPU bottleneck is more significant:** Your GTX 550 Ti is severely underpowered for modern games like CS:GO. Upgrading to a GTX 750 Ti will offer a *much* larger performance increase – likely doubling or even tripling your FPS – because it addresses the primary bottleneck in your system.
* **Cost-effectiveness:** The GTX 750 Ti is generally cheaper than an i5-2400, allowing you to get more noticeable FPS gains for your budget.

While a CPU upgrade *could* help, it wouldn’t be as impactful as upgrading the GPU in your current situation.

CS: GO Recommended System Requirements
CPU:
Intel Pentium Dual-Core E5700 3GHz / AMD Phenom 8750 Triple-Core
RAM:
2 GB
HDD:
15 GB of storage space
GPU:
NVIDIA GeForce GT 630 / AMD Radeon HD 6670
OS:
Windows 7
DirectX:
Version 9.0c
Screen Resolution:
1080p
Network:
Broadband Internet Connection
The GPU you have is 50% faster than the recommended Radeon 6670.

Your CPU is also far faster than the recommended as well. Going to an i5-2400 would be a big upgrade for multi-threaded applications, but only minor for single-threaded applications. What OS are you using? I have a feeling that a large problem is the 4GB RAM you have. Could you afford to go to 8GB RAM and a CPU upgrade? Since your CPU is Ivy-Bridge, could you afford an i5-3XXX?

I think your best choice will be CPU & RAM. 4GB RAM isn't enough to do anything anymore. Even on Win 7 you are probably booting using 2GB. Bare minimum for any PC in my opinion is 8GB.
