The Xeon offers more cores and stronger single-core speed even with lower clock speeds, making it a solid upgrade (especially affordable at around e75) and lasting several more years. YET, I need a better graphics card—GT 710, GTX 750TI or GT 1030 will far outperform the 610. Modern integrated graphics usually handle this card better. I’m pretty sure the GPU isn’t the main issue! Prioritize that upgrade first.

The gt610 remains a limitation, especially for Minecraft; the card only offers limited help. How much does your friend have available? Buying an old system isn’t wise, even for that game.

Upgrades will be clear, but on GT610 they won’t show the same improvements. Consider using a GT1030 or similar.

The CPU is fine and makes sense as a choice, but I think Minecraft will remain sluggish since the GT 610 is quite slow. If you locate a GTX 750, 660, 670, or even a 650 Ti, or an AMD alternative, it would greatly boost performance.

Actually, RAM speed might be the main issue here. I used a 1050TI on a Xeon E5-1650 tower (one generation newer), and about 90% of the time it was the CPU that limited performance. The graphics cards I connected should work better either way, as long as they can supply enough power.
