There are significantly cheaper 6-core AM3 CPUs available. The 1055T offers better value. Be sure to use the quote button; otherwise, we won’t be able to view 4K video. You don’t need a 1080p display—opt for a modern GPU like a GTX 950 instead.

Which format are you attempting to stream? Typically you prefer built-in decoding, but a GT1030 supports 4K video playback

Yes, you can use a GPU for 4K rendering. A simple solution is a GTX 1060 can handle it easily.

What GPU are you using now? The 1080Ti includes 11GB of VRAM, but you don’t store video there, so the amount doesn’t affect performance. A 512MB memory is more than sufficient for 4K playback.

That’s the issue, no need for hardware decoding—your CPU will handle it. A GTX 1060 or 750 should work well depending on the codec. In fact, upgrading your whole system would be a better option. This GPU also struggles with 4K resolution.
