I currently own an Optiplex 790 MT with an i5-2400, and I bought an i5-3470 to replace it. They advised me to update the BIOS before installing the new CPU to avoid conflicts. I’m having trouble finding instructions or downloads for the BIOS update, and I’m unsure how to perform the update. If you know anything, it would really help. Current BIOS version: A06 Upgrading isn’t necessary since my GTX 650 TI Boost graphics card has a 5.4% bottleneck with the 2400, but switching to the 3470 would reduce it to just 0.1%.

You can locate the required BIOS update at the provided link: https://www.dell.com/support/home/en-us/...90/drivers. Within the "Operating system" section, choose BIOS and you'll find an option to download version A22. Before proceeding, ensure you've upgraded from version A10 to the latest available release. The same page also offers a way to retrieve previous versions if needed.

The official page for drivers is available; you'll need to look through various operating systems to locate the appropriate one. If unsure, select 'Windows 7 - 64 Bit'. The latest BIOS version should be A22. Source: Support for OptiPlex 790 | Drivers & Downloads | Dell UK

Check if the Dell optiplex you’re using includes a BIOS version that supports 3rd generation Intel processors. Remember, not all older models backed both 2nd and 3rd gen CPUs.

Check Dell's official page or search Google for someone who upgraded their Dell Optiplex 790 with a third-gen Intel CPU.

Others assert it's possible while some insist otherwise; yet I possess the BIOS A22 model and attempted to change CPUs. Inserting the 3470 caused it to power on and then shut off shortly after, repeating this cycle. Reverting to the 2400 restored normal operation.

I checked online and confirmed the presence of a Q65 express chipset on this motherboard. The top compatible CPU appears to be the i7-2600.

The 3470 wouldn't work, or would it? And if it does, why does it keep restarting and stopping?

It seems the motherboard isn't being detected by the BIOS during startup, which could be causing the CPU check to fail.
