Yesterday I changed my bios to version F7 from F4. I saw the CPU isn’t boosting as much as before. For instance, prime95 used to reach 4.5GHz and draw 180 watts, now it’s around 4.1GHz at 130W. Also, Cinebench R23 scored about 500 fewer points. Multi-core enhancement is turned on and CPU Upgrade is set to Max Performance. Anyone else notice this trend? Could I try enabling the lost performance or should I downgrade to F6 or another BIOS version?

You boosted the CPU performance but didn’t specify the model or temperature readings.

It seems you're working with an i5-12600K and a Noctua NH-D15 cooler in Prime95 at 180W. You've managed to keep temperatures under 80°C, which is great. Overclocking is feasible, but you mentioned you don't have much time for thorough testing.

If you're short on time, try using 4.8g at 1.25v on the p cores—it should work fine.
