I was informed after installing Windows 11 and completing all driver installations that the new X3D chips require a chipset and BIOS update. I finished the chipset update, but while following the BIOS instructions he mentioned the "USB bios flash" method is only for devices that won’t post. My PC is already configured. Can I find a more straightforward way to apply the latest BIOS on a fully booted system like this (ASUS Rog X670E-F)?

It's not accurate to say you can't use the BIOS flashback when everything is installed and working. This method is the simplest way to upgrade the BIOS. I've performed this on several ASUS boards. The video details are tailored for ASUS systems.

Yes, with the new X3D chip, performance improvements are expected. Regarding the Xbox Game Bar, it’s a feature available on some systems, but availability depends on your device and region.

Updating chipset drivers and the latest BIOS are sufficient for Xbox Game Bar. X3D and AMD are unrelated. Consider installing a Wi-Fi driver if you connect via Wi-Fi, and use the Bluetooth driver from your motherboard’s site. The Wi-Fi antenna can function as a Bluetooth receiver when needed. A Realtek audio driver is also suggested and available on the motherboard website.
