It's arriving for PC. I think it's mostly the same as before but with enhancements from the FO4 engine such as DX11 and x64 support which should resolve the 4GB VRAM issue in Windows 10, hopefully. Feel free to tell me if you're mistaken—I haven't paid much attention to FO4. The tweet couldn't be embedded properly, but whatever: @ShadowCaptain disappeared while I was verifying facts. I'm curious about whether the new textures come from mods with permission or are created from scratch. It seems counterproductive to make them anew, but who knows?
It wasn't possible to determine this; they might be developing a new engine or updating an existing one for Elder Scrolls 6. The developers likely experimented with mods, which means they already have the foundation ready for further visual improvements.
There is some confirmation available regarding these changes. Shortly after the announcement, it was suggested that the update likely moved from dx9 to dx11 (required for PS4 and XB1) and probably shifted to a 64-bit architecture instead of 32-bit. If either of those points holds, it would represent a significant update for PC players, even if it isn't obvious at first glance.
Several clips highlight improvements like DX11 compatibility, enhanced lighting effects, stronger multi-core and threading capabilities, and overall fresh textures and lighting. Mod support for consoles is also clearly demonstrated.
