I reached the internet connection update stage successfully. The process involves three sections: it downloaded completely, installed fully, and now the final part is restarting, which finished. A black screen appears showing the current percentage, so keep the computer running. It reached 30%, then switched to just "restarting," and returned to the previous state.

As a final option, open the WRE menu once more. This time, select Troubleshoot > Reset this PC. It seems you haven’t saved any personal files yet, so pick Remove Everything. Next, go to Cloud Download.

I store personal data on two SSDs—one 256GB for Windows and drivers, another 500GB for games and files. I’ve unplugged the 500GB to protect it. The reset feature isn’t available on mine, and even after checking system restore, it shows no restore points and brings me back to the main menu.

It's quite unusual but those six choices in my picture are the sole ones available. It seems odd. I've seen similar problems discussed elsewhere online.

It worked surprisingly well after some troubleshooting. I disconnected the storage device containing my Steam games and personal files, then reinstalled Windows without problems. After reconnecting it, everything functioned normally. It’s hard to say exactly what caused the issue at first. Thanks for your help!
