He removed the battery to clear the CMOS. Also, shorting the pins might be an option.

He did that too. It seems the USB hub needs to be unplugged because it’s somehow feeding power to the motherboard via USB and CMOS isn’t clearing. We think the issue is with the motherboard itself, given its age—about 11 years of use.
