Hello everyone...
I was quite active here a long time ago, but not for a few years now. It's great to see my profile still active!
Anyway, I own a laptop with an AMD 7730M discrete GPU and 2GB of VRAM. I've been gaming with this setup for some time, using older AMD drivers (probably around version 15.xxx or similar). Between 575 and 703Mhz, I've also used MSI Afterburner to reach around 575Mhz. In this configuration, I've managed to play Skyrim at higher settings and Fallout4 at lower ones.
Recently, I updated to the new Crimson drivers (it kept urging me to do so) – version 16.15.2211. Everything seems fine except I can't overclock anymore. Afterburner no longer functions (I tried the latest), and the "Overdrive" option in the new Raseon settings isn't available (it should be under Gaming->global settings).
Performance is still solid, but since the card performs well at 700Mhz, it's a bit disappointing not to be able to push it further and see more impressive visuals.
Do anyone have any suggestions or advice?

In contrast to when someone first came across this thread, the current post is the best one. The steps are:
1) Install Sapphire Trixx
2) Open regedit, locate all keys named 'EnableUlps' and set them to zero (they were previously set to 1). This configures the ULPS settings.
3) Attempt with Trixx – it may warn you to turn off ULPs in settings, but in my case it was already enabled – then restart. It functions properly!
I also tested Skyrim with a card speed around 100Mhz to confirm clock speeds are being adjusted and it performed well. Back up to 575Mhz...
Global graphics labels are available alongside the right side, global overdrive.
Click on the global overdrive label.
Remember that for laptops and dedicated graphics cards, the video drivers can vary from the standard Amd drivers.
Depending on the laptop brand, the driver might be specially developed by the manufacturer.
Therefore, overclocking features may only function with the driver provided by the laptop maker, which you can download and support from their official page for drivers. ChipDeath
This is the issue – it just isn't present. I haven't encountered anyone else facing the same challenge...
It's a Dell, yet I completed the full manual installation of Windows 7 initially, which helped me steer clear of any Dell-related issues. I was using standard catalyst software before, and the new Crimson drivers were installed directly from AMD, not tailored for Dell.
I'm leaning toward reverting to the older drivers, but the performance with the new ones on regular clocks seems comparable to the OC results with the previous drivers, so it doesn't seem necessary :/
It seems AMD has taken it out in Crimson. Try downloading AMD Overdrive and overclocking with it.
AMD overdrive manages CPU overclocking, not GPU it appears...
I recently tried removing drivers and reinstalling, which led to a lot of trouble—safe mode, time-consuming, and I ended up where I started.
I also used the latest beta of MSI Afterburner without success.
It's frustrating that these options aren't available.
It works for the GPU also, just check the Clock/Voltage section.

Yes it does for GPU as well, go to Clock/Voltage you'll find it there.
It won't even launch - it just complains I don't have an AMD CPU

I also tested Skyrim with a card frequency around 100Mhz just to verify the clock speed changes. Restored to 575Mhz (default) and it worked fine; going up to 700Mhz improved performance, currently at 714Mhz and appears stable. However, it tends to crash quickly above 703Mhz, so overall it’s safe so far.
I believe learning this was much more difficult than before. AMD, you can easily overclock via the Overdrive settings in the Crimson Control Panel, or simply run the Overdrive app on systems without an AMD CPU. I’m definitely not alone in this!
