The device restarts by rebooting again after the update, rather than stopping completely. This happens because the system is reinitializing the OS and services instead of powering off entirely.
It happens occasionally too. Having Windows download and update on the next restart makes more sense. However, sometimes it requires a restart to finish the update, after which it just remains active. The update and shutdown process feels more like a download followed by a reboot.
Always worked for me, it reboots however many times it needs to install the updates but then does shut down. Maybe the latest update screwed it up since it has more reboots than usual but i haven't don't "update and shut down" on any of my machines for that particular one to check. That's what it does if you just "shut down". "Update and shut down" is there so that the next time you come you don't need to wait for updates to install before being able to use the PC.
The recent changes needed four restarts to complete installation across two or all three machines. I postponed my workstation upgrades until the end of the month just in case. It seems the repeated restarts might have kept the system running instead of shutting down. In either scenario, I chose to install and then power off but ended up selecting update and shutdown anyway. As usual, it stayed on after the updates were applied.
It varies depending on the update, but I saw that if a change needs registry adjustments the PC won’t shut down completely. I don’t know why, though—I think @GoodBytes might have some insight. From what I’ve noticed, it’s roughly balanced between updates since early Windows 10 and into Win11, but my experience differs from the official release.
