Basically I had my downloads configured before reinstalling Windows to save them to a specific folder on my E drive SSD instead of the default C drive. Now it’s sending files to the wrong location, which is why the C drive is getting full. How can you fix this again? Right now the settings make clicking the downloads folder in File Explorer go to the E drive, but the actual downloads still go to the original C drive folder.

I made the adjustment for the new location, though it didn't save to the intended directory.

Sure, I realized I had to adjust settings in Chrome and other browsers. Whoops, I must have made a mistake.
