They're not quite right. Even top-tier silicon designs don't surpass Ryzen's performance in this regard. Just because a processor has a higher IPC doesn't mean it can easily outpace another faster one.

It depends on the CPU bug, so you can't achieve that high performance with threadrippers.

Back in February they tested a 3990X to 5.5 across all cores. That was done at LN2 and isn’t safe or practical for regular use, so pushing a daily 5.0 or higher all-core isn’t advisable. They likely stop around 4.6 to 4.7 all-core, possibly even lower if you’re taking risks with higher voltages.
