So far I have reset my BIOS and given it a brand new m.2 drive to use all other drives have bin secure wiped and removed in hopes it might have helped my problems. No surprise it didn't even pulled all but one ram stick out and tried to get windows to fresh install on the new drive the computer will either just outright black screen with no errors and restart or on the few occasions I've actually managed to get the windows recovery media to work I get one of these few error message
PAGE_FAULT_IN_NONPAGED_AREA (win32kbase.sys), SYSTEM_THREAD_EXCEPTION_NOT_HANDLED (Ntfs.sys), KERNEL_MODE_HEAP_CORRUPTION (0x13A), REFERENCE_BY_POINTER (0x18), SYSTEM_SERVICE_EXCEPTION (FLTMGR.SYS and Ntfs.sys).
Driver Overran Stack Buffer (0xF7):
Neither of the windows recovery repairs work they just fail right away and the rollback for the updates options unfortunately also fail right away can't sfc and repair anything or with chkdsk either since the disk literally has nothing on it so I'm at a loss on what in the PC still has some memory of something somewhere that got messed up. The furthest the recovery media gets is to 76% and normally it gets that driver overran stack buffer error but being I can't get the computer to do anything at all the way it is I'm Open to any and all suggestions.....not like I can manage to break it more then it is......there is no data left on the computer so don't prioritize trying to save anything I just want it to come back to life I'll spend all day downloading stuff again that's no big deal for me.
Thanks in advance to anyone who drops any ideas cuz me and Google have bin at this for a week straight

List all the PC's hardware components including CPU, GPU, board RAM, motherboard, PSU and storage drives. Please let me know if you'd like suggestions on installing a boot drive into a functional PC or using a docking station for diagnostics. This approach might help with SFC, DISM, MEMTest commands and checking CMOS settings. Your PC seems to have multiple problems such as BIOS issues, hardware faults, system file corruption and driver problems. There are skilled individuals here who can assist you further or advise on hardware replacements. Share your choices and outcomes. Thank you.

The Intel I9 13900kf has already been affected by a microcode issue they encountered.
ZOTAC GAMING GeForce RTX 4080 SUPER
ASUS ROG STRIX Z790-H Gaming
64 GB of G.SKILL Trident Z5 RGB Series DDR5 RAM (Intel XMP 3.0) 32GB (2x16GB) at 6400MT/s
CORSAIR SF1000L Fully Modular Low-Noise SFX Power Supply
Samsung 990 PRO SSD 2TB NVMe M.2 was the primary storage drive during this situation
WD_BLACK SN850X NVMe Internal SSD, 2TB – brand new just installed to test Windows installation
Seagate IronWolf Pro, 20 TB, Enterprise NAS Internal HDD – CMR 3.5 Inch, SATA 6 Gb/s, 7,200 RPM, 256 MB of storage for games that don’t need quick loading
WD_Black SN7100 2TB NVMe SSD – dedicated to faster loading games
As per the person who lent me the PC, they gave up before I began heavily modifying the system, hoping to eliminate any corrupted data. The drives functioned normally when installed in his machine, but he experienced persistent black screens upon reinstallation. My first action was to reset the CMOS upon returning the unit, ensuring the BIOS returned to its default settings or at least to a stable state after I resolved the microcode issue with the 13 series chip.

Please let me explain my diagnostic procedures in more detail. I am confident the resolution will come soon.

Have you ever increased the CPU's speed before?

Overclocking slightly reduced performance before the microcode update, likely lowering the P-core count by two using the Intel tool.

We finally received an update for you, since no one wanted to help me. They sent me a refurbished mini PC to install Windows on another drive for my problematic desktop. Now it’s resisting because I need to change the pin for logging in, but it won’t connect to the Internet even though it’s wired directly into the router. I’m really hoping I can figure this out so I can get my PC back up. Meanwhile, there’s another issue: the screen keeps turning black when I press Alt+Tab and then return. That’s really annoying. Anyone have any suggestions on what might be causing this?

Honestly, based on what I'm seeing, it seems like the blanking could be due to the CPU spiking to 100%, and it only cost $150 for this small thing with the hope of getting a drive to boot it out. That might just be a bit too cheap.

It's finally alive, though it's still resisting. The issue keeps coming up with pointer Bs attempting to clear all drivers and reset everything, hoping for improvement. Right now, scanning shows the dism repair commands aren't working properly, so we're investigating that too.

Well, gentlemen, things are coming back to its usual troubles once more—it hasn’t fully gone away, but it’s still throwing the same errors at me. I’m getting frustrated because it’s making me feel completely overwhelmed with this situation about to start over. I’m really worried that if I take anything from this build and move it into the new one, the problems might follow through. I’d really appreciate a heads-up before this situation spirals out of control.
