I'm frustrated right now... I've changed my download settings, disabled auto-update, and cleared my temp and download folders. Still getting this... It just happened today. I overclocked my PC but never experienced something like this before. There are no RAM errors, the CPU is working fine, and the hard drive is okay. I'm really confused. I even set it to stock mode, but the problem remains.

Reinstall the game again. It's likely Steam messed up the CS installation for some reason.
