On a PC, streaming is the only option. Downloading works for console use but not for PC. It wouldn’t make sense to let PCs run downloaded PS games without emulation, and Sony wouldn’t release a PC version. Therefore, streaming is the best choice. If it were Xbox GamePass, you could download and stream many titles too.
