I turned off my other SSD, and the two HDDs worked fine. The problem only appeared when I used one of my SATA drivers (no other M.2 drives to test). Now I’m trying to combine all the storage and achieve normal CPU activity.

Test each drive one by one to determine if it's the correct device. If it doesn't work, it may indicate an issue or incompatibility.

I discovered a fix for this problem. It worked on my NVMe SSD too—after switching drives and formatting it properly, Windows installed smoothly. Ensure the SSD is set up in MBR format instead of GPT to avoid issues. The best method is to format and convert the drive using the command prompt after booting from your installation media.
