The system needs to handle video editing at up to 4-5K resolution and still perform well for gaming. I prefer Intel for the CPU since that’s what I’ve used before, but I’m open to better options if they exist. Looks aren’t important—functionality is key, even if it means a less attractive case or fans. Don’t worry about the monitor or keyboard/mouse. Please let me know what you’d like me to build. Noise shouldn’t be an issue either; it could get loud if performance improves.

Are you referring to 3500 US dollars at current prices? That sounds unrealistic. You can manage a great system for 1500-2000$.
Also, you said you don't need a monitor. Do you own one? What model do you have?
The reason I have $3500 is because my job provided us with a computer bonus of that amount. If you don't utilize it fully, any unused part will be lost. I currently have a curved 5K monitor and two 4K Curved monitors. Yes, this is in US dollars.
