Ghosts!!! It seems like typical coil whine, it matches the noise when the fan begins to rotate. Are you certain it isn't coming from the GPU?

He’s dropping in from the back, checking the fans. Sounds like one’s spinning too hard or getting stuck when it starts and stops.

I've reviewed each fan and it looks like the PSU fan might be the problem. I'll attempt a simple clean without risking anything.

Check the PC for any shaking or rattling. If you hear noise, it might mean a component is loose or damaged. If not, it’s probably fine.

Avoid opening it; simply employ compressed air or an electric fan. This sound probably resulted from a failing fan bearing—lubricant escaped and degraded.
