I adjusted the RX 480 to about 1350mhz at 1150V and increased the memory speed to around 2200mhz at 1000V occasionally during tasks like streaming, watching videos, or playing music. The audio would become glitchy and distorted for a few seconds. I'm unsure if this is due to the voltage, but since it crashes when below 1150V and above the stock level, I kept it that way. After making changes, I restarted my PC and it worked better.
