Hello, I hope my question isn't too simple. I was trying to check my CPU usage while uninstalling a program. I opened Task Manager and saw 100% utilization. Then I checked the HW Monitor, which showed only 10-50%, and the TM displayed 100%. Why the difference? Thanks in advance!
It seems like the task manager isn't displaying 100% usage even though the system reports otherwise, likely due to clock speed issues.
CPU usage displayed in Task Manager has been inconsistent since Windows 8 was released, and Microsoft hasn’t made any improvements. Both Task Manager and Resource Monitor show the same numbers, but Resource Monitor can exceed 100% depending on the clock settings. For instance, if the base clock is 3.2GHz and your boost clock is 4GHz, the percentage range could be from 0 to 125%, while Task Manager caps it at 100%. If the CPU runs at a steady 4GHz, the scale becomes unpredictable and confusing. It’s hard to explain without sounding unreasonable.
