Over the past couple of weeks I've noticed an unusual stutter effect. I've tried various fixes—cleaning, reinstalling graphics cards and power cables, updating drivers multiple times, and ensuring everything is fully current. Still, I'm unsure what's causing the problem.
It occurs in all three 3D games I play (Helldivers 2, Fallout 4, CS2, Half Life: Alyx), though I haven't experienced it in Plants Vs Zombies.
Here are my specs:
Intel i5 9400f
16GB DDR4 RAM
RTX 3070
Corsair CX750M PSU (used since 2016, wondering if this might be the issue)

Check the CPU speed and temperatures during stutters using Core Temp. Determine your drive setup for OS and games, noting how full they are. Also, look at Task Manager when stutters occur—sort processes by usage from highest to lowest and identify any that might be consuming much resources. Right-click those processes and search for details about them.

I wanted to express my gratitude first. I believe I misunderstood the matter as a graphical concern instead of the processes, which is where I made the mistake. However, you were spot on! It looked like an issue with 'Intel Driver & Support Assistant.' Upon deeper investigation, it appears one of the latest Windows updates completely broke it and sometimes uses 100% CPU, so I removed it and everything functioned perfectly afterward. It was a straightforward solution in the end, and I am very thankful.
