Hello, I recently set up a new system a few days ago. It includes the following components: a CPU AMD Ryzen 5 7600 3.8 GHz 6-core processor, a Deepcool AK620 68.99 CFM cooler, a Gigabyte B650 AORUS ELITE AX ATX AM5 motherboard, G.Skill Flare X5 32 GB DDR5-6000 CL36 memory, a Kingston NV2 1 TB M.2-2280 PCIe 4.0 NVME SSD, a Seagate Barracuda Compute 2 TB 3.5" 7200 RPM HDD, an XFX Speedster MERC 319 black graphics card, and a Corsair RM850e 850W power supply (80+ Gold certified).
I'm experiencing a persistent issue where the system fails to post after every four boots. It displays a blank screen with a white cursor, despite fans running and GPU lights illuminating. The keyboard illumination remains off. The VGA debugging light on the motherboard also activates during these incidents.
I've tried various solutions without success: clearing CMOS, using integrated graphics, booting with minimal RAM, starting from BIOS only, connecting different monitors and ports, ensuring all PSU cables are secure, reinstalling the CPU or checking its pins, updating BIOS versions, running Expo vs. no Expo, and reinstalling the GPU multiple times. I've also tested Cinebench and Heaven, which showed normal temperatures and performance. My system voltage stays consistently below 1.3V even when using Expo. Memtest86 passed all checks with no errors, and all drivers are current.
The problem seems to recur sporadically—sometimes it happens after a few boots, other times without warning. The visual indicator on the screen appears to be an attached image.
Consider a Windows problem. Disable rapid startup in settings. Launch CMD as admin and run: SFC /scannow
It seems unusual if this stems from Windows itself. I've turned off fast startup and the SFC scan, but no integrity issues were detected. The problem still continues.

if the screen is blinking, it resembles a cursor in DOS that indicates where you're typing. Some GPU bios indicate activity before the system starts up. Although it's odd that it appears random with GPU and CPU info, it likely relates to the mainboard BIOS. Since it doesn't load properly, lowering the RAM speed might improve stability.
expo tends to start up smoothly, but sometimes it behaves oddly. try setting the temperature to 5600 when launching expo—it might resolve the issue. it seems more related to a BIOS update for your GPU, which could explain the problem. since the screen loaded successfully, it should revert to BIOS on the mainboard to finish loading. this inconsistency might point to a mainboard or CPU concern.
