sleep feature depends on various components like your BIOS, chipset drivers, GPU drivers, and Windows patch level. First, in Windows, disable Fastboot so your system boots cleanly each time. With modern hardware, noticeable differences are rare. When using Fastboot, the device is in a low-power state; only restarting will bring it back to normal operation. I recommend disabling sleep in both BIOS and Windows, and powering down the computer when shutting it off.
