It really doesn't affect the end user. Ryzen stays idle more than it slows down under clock reduction. Base speed is 3.6 GHz, though the CPU can boost up to 4.4 GHz in specific situations. Changing frequency happens much quicker than any tracking software can follow, so you usually see just the highest or average core performance. In practice, many cores remain asleep while a few activate to handle work efficiently.
