Hello. I recently passed on some used PC components to a friend in an attempt to restore their old machine. This included an ASUS ROG Maximus XI Hero Wifi Intel Core i9-9900k with 32 GB RAM, Corsair RM850 power supply, new boot storage, case, and GPU. The previous parts had been kept in their original packaging for several months. They were my essential components until I upgraded to a Ryzen 7000 series system. After rebuilding the machine, updating the BIOS, and installing Windows 11, the process started smoothly. However, the BIOS setup felt slow, taking around a second to navigate through menus. Additionally, the Windows installation took longer than expected because it was being installed on an NVMe drive. Once inside Windows, I noticed unusual behavior: the machine felt extremely sluggish. I installed HWmonitor and Cinebench to check performance. Disappointingly, the CPU was drawing only 40 watts under load, with core speeds fluctuating between 800 MHz and 4700 MHz, consistently hovering around 800. Temperatures stayed very low, rarely exceeding 40°C. It appears the CPU isn’t operating correctly, possibly due to power delivery issues or incorrect seating of the PSU cables—including the 8pin+4pin for the CPU. I’ve tried enabling XMP and adjusting power plans in Windows without success.

@ravagetalon Navigate to the Limit Reasons window. The issue resembles a BD PROCHOT throttling concern. A faulty motherboard sensor may cause the CPU to limit performance to 800 MHz, unrelated to temperature or power. If this happens, clear the BD PROCHOT section on the main ThrottleStop display. Share any screenshots for assistance. Intel's solution isn't effective for this problem.

Based on your feedback, I downloaded and tested Throttlestop without making any adjustments. In Cinebench performance remained consistently below 11800, now exceeding 12100 after a restart. The issue persists—Afterburner also shows the same CPU frequency. (Updated August 9, 2023 by leclod)
