I handled it manually since at 1V it seemed stable. During stress tests, it didn’t crash except in CB R20—it didn’t reboot, just displayed a black screen with no audio or keyboard. I can reach a flat 1V using an LLC 5, though I’m not entirely confident about the safety. The bus clock and multiplier settings are adjusted by me; they fluctuate if the auto-bus clock drops to 99.8 or 98, but now it consistently stays at 100.00. The multiplier was likely around 37, but I set it to 37 to maintain that value.

That's exactly what you're experiencing. If you don't adjust the CPU multiplier, it will operate at a constant speed, which is likely the base clock. Setting it to 37 should bring the performance closer to normal operation. Why did you expect better results than typical usage?

You're focusing on your CPU performance, not its value. It's been configured for a slower pace than standard operation. Comparing scores isn't fair when one runs at regular settings. This isn't the stock configuration.

They were asking about achieving a high turbo boost speed of 4.3GHz. In CB R15 I can only view the base clock, not the boost clock, which is why I’m unsure if it’s running at 3.7 with boost enabled or just 3.7 without it.

The base clock is the core reference. Stock changes would involve the CPU altering its frequency based on temperature, power cap, and current limits. Reducing performance starts by lowering the multiplier to the base clock. Base clock itself isn't standard.
