The AIO is either blocked inside or some fluid has dried up. It should be repaired or swapped out.

I usually warn against using a 120mm AIO. Most of the time I steer clear of most AIOs too. Air cooling offers better value without the chance of silent failure.

So how come it starts working again after restart if it is clogged or does not have enough water?

It might be the pump that’s malfunctioning. Occasionally the pump won’t power on and a restart can revive it. Look for any shaking when your CPU hits 99°C. Check the hoses to confirm liquid flow. If one hose is warmer than the other, the pump or radiator may be working. I’m not sure, but a 10400F shouldn’t run at 99°C with a functioning AIO. You might need to disassemble it for repair or swap it out. Air coolers usually last much longer; many AIO coolers aren’t as dependable.
